Including the Excluded (Dalits)
Where: 2 VDCs, Mahottari | When: 15 Jan 2006 – 14 Jan 2007 | Donor: British Embassy | Status: Completed
Across two VDCs in Mahottari, Dalit Social Reform Committees sprang to life, bringing 22 leaders together to confront untouchability—opening fair access to hand pumps and even sharing meals across caste lines. Twenty savings-and-credit groups (434 members) mobilized seed funds so families could start small enterprises and cover urgent needs, while 15 Dalit-led water user groups managed shared hand pumps, restoring safe water and collective confidence. Rights became real as 38 men and 43 women secured citizenship, 79 children received birth certificates, and 58 couples registered marriages. When harm persisted, free legal aid stood by survivors—12 poor and conflict-affected Dalits received case preparation, filings, and courtroom representation—ensuring their voices were heard.
Flood Preparedness in Mahottari (DIPICHO)
Where: Dhirapur, Gonarpura, Matihani, Simardahi (Mahottari) | When: 1 May 2006 – 30 Jun 2007 | Partner: Oxfam GB | Status: Completed
In flood-prone villages, safety began with simple, life-saving infrastructure: 75 hand pumps placed for use even when waters rose, and four emergency shelters ready when homes were not. Preparedness reached 471 households as volunteers spread practical know-how, and 74 families restarted livelihoods to stand again on their own feet. Women and men sat together in community meetings—uncommon in parts of the Terai—strengthening inclusive decisions, while local leaders committed to VDC relief funds and district disaster plans. Delivered at around NPR 415 per targeted person, and sustained by local staff through political turmoil, the program turned risk into readiness.
Access to Justice for Dalits, Poor & Women
Where: Mahottari District | When: 1 Feb 2006 – 30 Jan 2007 | Donor: USAID/ARD/ROL | Status: Completed
Justice moved closer to people when 50 community mediators—seven women among them—were trained across five VDCs, and 165 local actors were sensitized to human rights and caste- and gender-based discrimination. For families facing violence or exclusion, free legal aid opened doors: five people from Dalit and poor communities received support, and 11 cases were filed that might otherwise have been silenced. Even district institutions took note, recognizing the need to simplify pathways to aid for those most at risk.
Irrigation and Income (CGISP)
Where: 15 VDCs + 1 municipality in Mahottari; 5 VDCs in Dhanusha | When: Jul 2006 – Jun 2007 | Partner: CECI Nepal | Status: Completed
Water changed everything: 503 shallow tube wells across 21 VDCs irrigated roughly 2,400 bighas, lifting about 3,000 households; a further 255 wells added ~1,200 bighas and another 1,550 families. With 412 farmers trained in modern methods—and more women able to sign for services—fields produced more, and homes grew more secure. A shift toward compost reduced chemical use, safeguarding both soil and household budgets.
